Asbestos testing and inspections

Is that ceiling or floor hiding asbestos? Nobody can say by looking. We schedule an MDH-certified inspector, who cuts small samples from the things your project will touch and sends them to an accredited lab. The results sort your job into licensed removal and ordinary trade work.

Popcorn ceiling removal

Bumpy, cottage-cheese ceilings are one item on MDH’s asbestos list. A positive sample means plastic over every surface, a thorough soaking and careful scraping into bags. Your painter or drywaller inherits a bare ceiling.

Floor tile and mastic removal

Two layers matter on an old floor, the vinyl tile or sheet goods you see and the black mastic glue you don’t. MDH lists both. Since July 1, 2021, Minnesota no longer exempts flooring in homes with four or fewer units, so positive layers get lifted by a licensed crew.

Furnace, duct and pipe insulation removal

Look up in the basement or utility room. White wrap or tape on ducts, furnace parts and heating pipes is something MDH names as a possible asbestos product. We soak it, cut it free in short lengths and bag it, so the HVAC installer works on bare metal.

Asbestos siding removal

Old gray cement shingles can be asbestos siding, which MDH lists among known home products. If they are intact and staying put, leaving them alone is the better choice. Planning new siding, windows or an addition? We lift the shingles off in whole pieces and wrap them up.

Demolition and remodel abatement

Minnesota rules put asbestos removal ahead of any renovation or demolition, and that includes houses. A Blaine teardown starts with the survey the city asks for. We run the survey, the removal and the forms, then turn the site over to your crew.

Asbestos testing and removal costs

Nearly 3 in every 10 Blaine homes were built before 1980, so asbestos still turns up in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Blaine, Spring Lake Park and Mounds View. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Our process

01

Samples and a site visit

Step one is a look at what you plan to change. A certified inspector samples that area, or the entire structure ahead of a teardown, and we meet you on site to read the lab report together before putting a price in writing.

02

State notice and containment

Five calendar days is the shortest wait the state allows. Once the lab confirms the job, we send MDH our written notice, something only a licensed contractor is allowed to send, and regulated removal starts no sooner than five calendar days later. When the crew arrives, plastic goes up around the work area, a decontamination unit stands at the doorway and a HEPA negative air machine starts running.

03

Removal, clearance and disposal

We work wet the whole way through. Material drops into leak-tight bags or containers that get labeled on the spot. The plastic stays up until clearance air samples are done, and the waste rides to an asbestos-accepting landfill with a manifest.

Homes in Blaine

By housing age, Blaine is a young city. Half its homes date from 1996 or later, and the 2000s added more of them than any other decade. More than 8 in 10 are one-unit homes, and a renter lives in roughly 1 in 7 of the occupied ones.

That still leaves about 7,450 homes, more than a quarter of the total, built before 1980. Three of every four of them come from the 1960s or 1970s. Popcorn ceilings, vinyl tile on black mastic, taped ducts and cement siding from that era all appear on MDH’s list, yet a house of that era can also test clean. Sampling settles it.

Newer buildings may skip the lab entirely. MDH says asbestos roofing and siding fell off sharply after the early 1980s. For a building put up after October 1988, a letter signed by the architect or the contractor, saying no asbestos went in, can stand in for an inspection under MDH rules. Blaine’s median home dates from 1996, so most of its homes qualify.

Blaine demolition permits and asbestos

Taking down a house or other residential building in Blaine needs a city demolition permit, and asbestos comes first. A licensed asbestos inspector surveys the structure before you apply. MPCA’s demolition notification form is sent to MPCA and also uploaded with the city application. Neither step applies to an in-ground pool.

When the survey turns up more than the minimum, a licensed asbestos contractor has to remove it before the wrecking crew starts, or do the demolition itself, and the MDH notice is filed. The city also usually holds a cleanup escrow on the permit until the final inspection.

Remodels are different. Blaine’s residential construction page and its handouts don’t mention asbestos, so for a kitchen or basement project we plan around the state rules.

Frequently asked questions

Do I need a licensed contractor in my own home?

For a rental, a duplex or an apartment building you do, every time. The only person state law lets skip the license and the permit fee is someone working on the single-family house they own and live in. MDH strongly advises that owner to hire a licensed crew too.

How much asbestos makes a job regulated?

Below the state’s amounts the job is not regulated, but the state still won’t call the material safe. So start with a tape measure. Friable pipe covering takes a licensed contractor in a home once it runs more than 10 linear feet. Another friable product needs one when it is spread across more than 6 square feet. When the material can’t be measured either way, the limit is more than 1 cubic foot.

We found asbestos halfway through a project. Can removal start right away?

Pause that part of the project and keep everyone away from it. Since MDH refuses to call a mid-remodel discovery an emergency, the five-day notice period applies in full. Sampling ahead of time keeps that delay off your calendar.

What goes into the price?

A small bathroom floor and a whole basement of pipe wrap are priced very differently. MDH explains why by naming the size of the area, how much material tests positive and how many hours the work runs. We bundle labor, air monitoring and disposal into our quote. Our price already includes the state project permit fee, $35 for a small home job and 3 percent of the cost of the asbestos work for a bigger one.

How is asbestos waste disposed of?

Wetted, sealed, labeled and manifested, then hauled to a landfill that accepts asbestos.
